What the trickier conditions actually mean
“Eldest female member of the family”
This is a filter, not a formality. It means the benefit attaches to one woman per family, and where more than one woman in a household would otherwise qualify, the scheme is written around the eldest. If a mother and daughter both apply, expect only one application to proceed.
Ten years of Delhi residency
The residency condition can be satisfied through the applicant, her husband, or either of her parents having been resident in Delhi for at least 10 years as on the date the application is submitted. That flexibility matters for women who moved to Delhi after marriage.
The 2,400-unit electricity condition
Household electricity consumption over the previous 12 months must not exceed 2,400 units. This works as a rough proxy for household affluence, which is why it sits alongside the income limit rather than replacing it. Roughly 200 units a month is the boundary. If your household runs above that, the condition is likely to bite even if your declared income is low.
Registered Delhi voter
The applicant should be a registered voter in Delhi. In practice this is why the Delhi Voter ID sits in the mandatory document list rather than the optional one.
